President Yoweri Museveni on Tuesday evening unveiled Uganda’s Cabinet for the 2026–2031 term, maintaining some of his long-serving allies while introducing fresh appointments and notable reshuffles across key ministries.

Among the headline appointments is Hon. Balaam Barugahara, who has been serving as State Minister for Gender, Labour and Social Development in charge of Youth and Children Affairs. Balaam has now been elevated to full Cabinet as Minister of Local Government, replacing former minister Raphael Magyezi who does not feature on the new list. More surprisingly is that motor mouthed Masaka City woman MP, Hon. Justine Nameere will serve under Balaam as the state Minister of Local Government.
The President also retained the country’s top leadership, with Maj. Rtd. Jessica Alupo keeping her position as Vice President and Robinah Nabbanja remaining Prime Minister and Leader of Government Business in Parliament.
One of the most talked-about changes is the reshuffle between Dr. Jane Ruth Aceng and Dr. Chris Baryomunsi. Aceng, who previously served as Minister of Health, has been moved to head the Ministry of ICT and National Guidance, while Baryomunsi leaves ICT and returns to the health docket as Minister of Health.

The legal and security sector also witnessed major movement. Kiryowa Kiwanuka, who had served as Attorney General, has been reassigned to the Ministry of Defence and Veterans Affairs, while Sam Mayanja takes over as Attorney General.
Finance also saw a major transition. Veteran minister Matia Kasaija, who has headed the Finance Ministry since 2015, is absent from the new Cabinet and has been replaced by Henry Musasizi as Minister of Finance, Planning and Economic Development.
Another notable retention is Phiona Nyamutoro, who remains in government as Minister of State for Energy and Mineral Development in charge of Minerals.
Veteran politician Maj. Gen. Kahinda Otafiire also remains in Cabinet but moves from Internal Affairs to become Minister of Water and Environment, while Prof. Ephraim Kamuntu takes over Internal Affairs.
In foreign affairs, President Museveni appointed Ambassador Adonia Ayebare as Minister of Foreign Affairs, replacing Gen. Jeje Odongo who does not appear on the new Cabinet list.
The trade and energy sectors also experienced changes, with Sanjay Tanna named Minister of Trade, Industry and Cooperatives while Ruth Nankabirwa exits Cabinet and is instead listed among the newly appointed Senior Presidential Advisors.
Other notable absentees from the Cabinet include former Finance Minister Matia Kasaija, former Trade Minister Francis Mwebesa, former Government Chief Whip Hamson Obua although some of these officials have either been reassigned or moved into advisory and diplomatic roles. Kenneth Omona, for instance, has been transferred to the diplomatic service as ambassador-designate.
Museveni’s latest Cabinet signals a blend of continuity and strategic reshuffling as the new administration prepares to begin its 2026–2031 term.
