The Kampala Capital City Authority (KCCA) has intensified enforcement against noise pollution in Kampala, warning businesses, entertainment venues and individuals to comply with legally prescribed noise limits or face penalties.

According to a public notice issued by KCCA and shared by Executive Director Hajjati Sharifah Buzeki on X, the authority is stepping up implementation of the National Environment (Noise Standards and Control) Regulations, 2003.

The directive targets restaurants, bars, discotheques, entertainment centres, live bands, concert organisers, DJs, public address system operators, worship centres and other businesses or individuals generating excessive noise.

KCCA says the move is aimed at protecting public health and improving community wellbeing as the city continues to grow and urban activities increase.

“KCCA is strengthening enforcement against noise pollution in Kampala. Please adhere to the prescribed noise limits and let us work together to protect public health and community wellbeing,” Hajjati Sharifah Buzeki said.

Under the regulations, hospitals, schools, libraries, courts and designated silence zones are allowed a maximum of 45 decibels during the day and 35 decibels at night. Residential areas are restricted to 50 decibels during daytime and 35 decibels at night, while industrial zones have higher limits of 70 decibels during the day and 60 decibels at night.

“Failure to comply will result in enforcement action, including fines, prosecution, confiscation of equipment, suspension of operations, or closure of premises in accordance with the law,” the notice states.

KCCA has further advised operators to insulate premises, install noise limiters and reduce sound emissions to remain compliant.

The renewed enforcement follows KCCA’s recent campaigns aimed at organising and restoring order in the city, including regulating street activities, improving sanitation and strengthening urban management measures.

Residents have frequently raised concerns over loud entertainment venues, public address systems and late-night events disrupting neighbourhoods, prompting calls for stricter enforcement.
